Committee members pressed for better transparency on outstanding debt exclusions and year‑end transfers during the Aug. 3 meeting. One member said it was "disappointing" that bills and oversight gaps allowed late charges to surface and asked for more direct access to the town accountant and clearer reports on payment schedules for each debt exclusion.
Staff said they would provide updated charts showing debt exclusion schedules and noted a Department of Revenue calculator that can project an individual homeowner’s share. Members discussed the possibility of placing debt‑exclusion summary information on tax bills or the town website to increase transparency and requested a briefing on the revised accounting software and controls at the next meeting.
The committee also asked staff to produce a clear explanation of the new year‑end transfer process so members can understand why transfers increased compared with historical practice and what safeguards will prevent missed invoices in future cycles.
