Bob Greenlaw (speaker 22) described an engineered turnaround east of the mall, a temporary 8-foot deck to relocate the taxi queueing area and plans to use k‑rail, signage and striping to create a safe circulation pattern during construction.
"The decks are gonna provide additional real estate at the level out of the sidewalk that's adjacent to the road," Greenlaw said, explaining how temporary decks and relocated taxi queuing will maintain pedestrian flow and taxi operations while preserving space for construction materials and contractor laydown. Council and residents pressed for clear ADA access and pre-construction community outreach; staff agreed to add education and signage to help residents and visitors navigate the changes.
