County Executive Shorter and county staff presented the initial implementation framework for Prince William County's recently adopted four‑year strategic plan, describing how cross‑functional goal teams will convert high‑level goals into actionable projects and KPIs.
"We came to you in July to talk, KPIs, actually, June to talk KPIs, and now we are back," Shorter said as he introduced the implementation approach and the first two goal teams to report back. Kay Wallace, county strategic plan coordinator, told the board that teams have completed roughly "about 0.5" of their assigned action plans and are on track to finish the first round by early next year.
The county will align the plan's execution with its fiscal year: Year 1 execution runs July 1, 2025 through June 30, 2026. Staff said the implementation structure uses cross‑departmental teams to break down silos and create measurable annual action plans. Shorter listed outstanding administrative directives staff are carrying forward from prior meetings, including procurement work for on-call project labor agreement consulting services and revisions to a proposed foundation/sole management fund ordinance.
Board members asked for KPIs and clearer ties between the strategic plan and the capital improvement program. Several supervisors emphasized the need for interim milestones to demonstrate progress on greenhouse gas inventories and small business support outcomes. Shorter and staff said more goal-team presentations will follow over the next months and that staff will return with specific metrics and timelines.
