The board adopted a resolution authorizing the county administrator and designated staff to be authorized representatives and certifiers in the USDA Reconnect online application and reporting system for the East of Hinkley broadband project. Leslie Sauder, participating online, said the authorization was required to submit quarterly reports that document spending and progress so the county can draw down grant funds and reimburse pre-construction engineering costs.
Sauder explained that SCI (the contractor referenced in the discussion) remains engaged in engineering approval and that federal approvals and paperwork are prerequisites for the first construction draw. "This resolution is purely so that we can report, quarterly on on the activity," Sauder said. Commissioners moved and approved the resolution (recorded in the meeting as Resolution 2025-20, moved by Holland, second by Nelson) and thanked staff for their work on the application and reporting steps.
