City engineer details SWAMP stormwater prioritization, MS4 audit follow-up and 10-year pavement plan

City Engineer Garen described a multi-year effort to identify stormwater ponds needing maintenance by combining SWAMP mapping, consultant fieldwork (WSB) and in-house inspections to prioritize dredging and budget allocations.
"The city's MS 4 permit is subject...to an audit by the MPCA," Garen said, and staff have implemented program improvements to reduce the risk of audit findings. She said the prioritization work is now in the city's budget and staff are building projects for the 2027 schedule, subject to winter conditions for work requiring frozen ground.
Garen also reported completion of an AI-assisted pavement condition survey and that those data will feed a new 10-year pavement management plan to improve timing and budgeting for chip sealing, fog-seal and mill-and-overlay work. The department will analyze whether bond financing for street reconstruction could yield cost advantages via economies of scale.
