Wythe County approves fencing and finds FluidStack site plan meets Progress Park covenants

The Wythe County Board of Supervisors authorized security fencing for Lot 35 in Progress Park and approved staff issuing a determination that the FluidStack site plan meets the Progress Park covenants after a developer presentation on July 28.
John Penshorn, civil engineer and project manager with Stantec, and Brian McGuire, senior civil engineer for FluidStack, walked supervisors through the site plan and said the company had submitted applications for domestic water and sanitary service to support employee needs. "An application was submitted to the Town of Wytheville for water supply of 3,000 gallons a day," Penshorn said, and he described the planned closed-loop cooling as requiring only occasional top-offs once filled.
Penshorn told the board the project would meet the Progress Park noise covenant requiring 65 decibels measured 500 feet beyond the property line; staff provided preliminary noise modeling that showed noise in the low 50s. "Preliminarily, they are well below the 65 decibels mark," Deputy County Administrator Matthew C. Hankins said. The presentation included fencing types (standard security, crash-rated vehicle barriers and slatted privacy screening for substation equipment) and a plan for two entrances—one primary with security checks and one emergency-only access.
Supervisor Rolland R. Cook moved to authorize the use and styles of security fencing as presented; the motion passed unanimously. A second motion to authorize staff to issue the county's determination that the site plan meets the Progress Park covenants passed on a roll-call vote with Supervisor Sarah P. Crockett recorded as the sole 'nay.' The board also directed staff to post answers to public questions and update the county FAQ page.
Developers said the site would not include onsite electrical generation and that Appalachian Power would bring high-voltage feed to an onsite substation. Penshorn said retaining walls and existing mature vegetation along a creek would be used for screening. The board asked staff to provide comparative noise examples for public outreach so residents can better interpret modeled decibel levels.
