Middlebury proposes modest 3.7% increase in FY 2026–27 budget; mill rate to be set after Region 15 vote

CFO Seth Bernstein presented the Town of Middlebury’s proposed operating budget for fiscal year 2026–27, saying Region 15 now accounts for about 69% of total expenditures while general town government represents the remaining 31%. Bernstein said overall town appropriations increased roughly 3.7%, an aggregate change of about $496,885 compared with the prior year. "Over all, the Proposed Budget FY 26-27 Expenditures represents approximately a 3.7% increase over last year, equaling about just under a $500,000 change," Bernstein said.
The presentation included a multi-year view of actual and proposed expenses, with taxes comprising about 90% of revenues and state grants, municipal revenues and investment income making up the rest. Bernstein said proposed property tax revenues are projected to rise about 3.9% (approximately $1,525,570) and total revenues are projected to increase about 3.3% (approximately $1,429,955). The estimated mill rate will be set after Region 15’s FY 26–27 budget and referendum questions are finalized. Both the Board of Selectmen and the Board of Finance voted unanimously at the board level to approve the proposed FY 26–27 package and recommended a yes vote at referendum.
