Wynne, the staff presenter, told commissioners the general fund tax base rose 4.56% for the draft and the unincorporated MSTU rose 6.79%. "But I just want to caution that 4.56% is the lowest increase in the tax base in 13 years since 2013," Wynne said, noting signs of market softening.
Wynne walked through revenue categories, identifying property taxes, state sales-tax-sharing, state revenue sharing and EMS fees as the largest components. He said ambulance fees have carried growth for that revenue category while state sales tax and other state sharing have flattened, and he said staff has trimmed forecasts accordingly. Wynne also cited a nearly $28,000,000 general-fund growth figure that the board could allocate in coming deliberations.
