Board approves levy estimate, transfers and routine contracts; one abstention noted

The Rankin School District #98 Board of Education on Oct. 28 adopted the resolution estimating the district's tax extension for receipt in FY26, noting the levy request was 4.997%, below the 5% threshold that would trigger a Truth-in-Taxation hearing. The board also approved a $24,688.65 transfer from Education Funds to the Capital Projects Fund and several contract and payment items.
Motions passed by roll call included approval of pay applications and contracts: payment to N. Zobrist & Sons, Inc. for Pay Application #RK00004 (Security Access Controls Project); payment to Tazewell County Asphalt Co., Inc. for Pay Application #2 (Paving Improvements); a multi-year contract with Big Teams LLC for sports scheduling software; the Gorenz and Associates FY24 audit package; energy purchasing agreements with NextEra Energy Services Midwest, LLC (master agreement and gas sales confirmation); and an Ameren Illinois interconnection agreement. The board also approved the second reading and adoption of policy updates from PRESS Issue #116.
One vote recorded an abstention: the board approved payment to Allison Lowman for inside shed housing of the concession trailer with a 5-0-1 roll call; Member Lowman recorded an abstention. Several motions were recorded as unanimous with the minutes noting "Motion carried (6-0)."
The board also approved personnel items including employment of Autumn Stowell as head volleyball coach for the 2024-2025 school year at 9.7% of the base salary per the Rankin Association of Teachers contract.
The board entered executive session later in the meeting and, upon returning, approved executive-session minutes from Sept. 23, 2024. No appointments or other listed executive-session actions were taken.
