Council hears utilities report on lead-line replacements and sewer overflow project deadline

Speaker 1 said crews have been identifying lead lines, backfilling temporary excavations, and planned phased replacements from the street to homes. "Once they got everybody's responses back, which they set a deadline on, then they were going to go and start doing the lead line replacements," he said. Utilities staff later told the council they have received about 50% participation on right-of-entry forms and warned that customers who refuse access will eventually have water service shut off.
The council also heard that the sewage overflow project is in its final construction phases at the wastewater plant and that additional pipe work (including a pipe down Second Street) will require street disruptions. Speaker 1 said the work is mandated by IDEM and noted: "If we don't have this in place, by 2030, then we start getting fined, like, $25,000 a day." Council members acknowledged the inconvenience of street work but framed it as required compliance.
No formal council action or new appropriation was taken; staff were asked to continue public outreach and scheduling to minimize disruption.
