The council observed the swearing-in ceremony for Sam Finnegan, who was promoted to the rank of patrol captain. A police representative introduced Finnegan and said he replaces a nearly 27‑year veteran, Jay Richardson.
"He is a 23 year veteran of our of our department," the police official said, listing prior roles including dispatcher, K‑9 handler, sergeant and lieutenant. Family members participated in the pinning of his badge and captain's bars.
The promotion was ceremonial; no council vote was required. Council members congratulated Finnegan and attendees applauded.
