County airport and public-works staff told commissioners the county needs preauthorized purchase authority for runway deicing products for the 2026 season.
Public-works staff said a single qualified bid for a sodium-formate solid compound came in at $1,345.49 per 1,000-lb sack; staff requested preapproval of up to 31,000 lb (15 pallets) for a total of $40,364.70. "That would be a total preapproval expenditure of $40,364.70," the presenter said.
For liquid anti-icing, the staff reported three qualified bids: Pelican ($5.85/gal), Cryotech ($7.20/gal) and Nassy ($6.81/gal). At Pelican's price, two loads (4,400 gallons each) were tabulated at $25,740 per load and $51,480 for two loads; staff recommended awarding to the lowest qualified bidder and preauthorizing two orders as needed. A motion to accept staff recommendations carried.
Commissioners asked about bid outreach and requested the final accounting line be explicit in future memos. Staff said the liquid product must meet airport-specific standards (AMSD 1435e) and explained ordering constraints tied to on-site tank capacity.
