City approves $3.09 million contract for Sanderson, Senator, Garland and Washington rehab

The Texarkana Board of Directors voted to authorize the city manager to enter a construction contract with Contact Contractors to carry out rehabilitation work on Sanderson Lane, Senator Street, Garland Avenue and Washington Street.
According to the city attorney’s reading of the resolution, “the public works department selected contact contractors as the low bidder at a cost of $3,094,876.99.” Planning and engineering staff answered board questions about alternate bid items, explaining the alternates reflect different pavement choices — full concrete replacement, mostly asphalt with concrete at heavy-turning areas, and geogrid reinforcement options — and that Contact Contractors was the low bidder on most alternates. Tyler, public-works staff, told the board the recommended bid was “the best bang for our buck.”
The board approved the resolution to authorize the contract on a roll-call vote. Jamie and other staff said funds are budgeted from the 2025 general obligation bond. The contract award follows the board’s earlier decision to pull and discuss the item from the consent agenda so members could clarify alternates and pavement materials.
The item’s approval authorizes the manager to execute the contract; staff said they will return with standard implementation details and timelines once the agreement is finalized.
