Draft SCCP guidelines expand community engagement, workforce and pro-housing criteria
Summary
Staff said the draft adds sub-questions to capture collaboration with community-based organizations, tribal engagement resources, a two-part workforce criterion, and updated land-use/pro-housing indicators and examples in appendix E.
Staff described additions to community engagement and equity sections that add sub-questions to help applicants detail collaboration with community-based organizations and identify targeted community benefits, and added a tribal engagement resources section with examples of engagement strategies. The changes were developed with an interagency equity advisory committee and were posted in the June draft materials.
On workforce and job quality, staff said the criterion was reorganized into two parts: workforce development and outreach during project development and construction, and outcomes and community impacts after construction. On land use and housing, staff and the California Department of Housing and Community Development updated the pro-housing supplement (appendix E) to provide clearer indicators of efficient land use and current examples of transportation-focused pro-housing policies to support applicant responses.
