Don Cleveland and others asked NDOW to withdraw or substantially rewrite the proposal to target the proven modes of abuse rather than broadly expand criminal liability.
After discussion the CAB voted not to support the proposal as written and forwarded suggestions — clean the 'possession' wording, reconsider frequency of certification, and calibrate demerits to the gravity of violations — back to NDOW for redrafting.
