CTC tightens accessibility and first/last-mile criteria; requires ADA-compliant PDF nominations

The draft SCCP guidelines revise the accessibility evaluation to ask whether a project will close existing transit gaps and promote first- and last-mile connectivity to transit infrastructure. Staff said the change follows an executive order and reiterates that the criterion still asks applicants to describe current accessibility issues and how proposals improve multimodal access.
Habib also announced a submittal change in Appendix A: project nomination packages and attachments must be submitted as remediated PDFs that are accessible to users of assistive technology, including screen readers. Staff warned that nominations not submitted in an accessible format will be returned for remediation and may be deemed incomplete if not corrected by the staff-established deadline.
