County staff to present plan chapters this summer; Desert Research Institute to help with water planning

Curtis, county planning staff, told commissioners he is assembling demographic, economic and land-use data for the county and plans to present chapters of a draft plan to the commission starting in June or July.
"I'm just finishing up gathering all the demographic information for Elko County," Curtis said, describing work to collect population, income, federal land acreage and sector contributions such as mining and outdoor recreation. He said the Desert Research Institute (DRI) has capacity to provide technical assistance on water planning and that Elko County pushed to receive DRI support earlier because of imminent decisions in closed basins.
To avoid open-meeting-law complications of circulating large documents, Curtis proposed a pragmatic workflow: "I'm just gonna shell out for, USB drives and put the plans on those and then mark them with your names," he said, offering a chapter-by-chapter review process where commissioners could edit a chapter on a drive and return it for aggregation and later public presentation. Commissioners discussed timing; staff cautioned they will bring options and that DRI's expertise will focus mainly on water with some socioeconomic assistance.
