Council directs staff to compile data on e‑bike and scooter safety; regional model legislation noted

Deputy Mayor Brown told council he has observed an influx of e‑bikes and scooters on neighborhood streets and moved to direct staff to research possible safety measures and regulatory approaches. Law Director advised wording to make the request procedural and recommended staff present compiled data at the next council meeting so members can deliberate before moving to draft legislation.
"I would suggest for you that the motion be to direct staff to compile data and present at the next council meeting on the 17th about that topic," the law director said. Brown agreed with that approach and another councilor seconded the motion. Council approved the direction to staff by voice vote.
Staff also reported the Miami Valley Regional Planning Commission has formed a subcommittee, led by Oakwood's city manager, to prepare draft model legislation communities could adapt. The subcommittee intends to provide sample language and potentially a briefing to the General Assembly in the fall so the matter could be addressed at a state level as well as locally.
