Multilingual learners make up 40% of county students, coordinator tells board

Huebner summarized state and county trends and said the county had 379 recipients of the state seal of biliteracy in 2024. She described the English Learner Roadmap (Assembly Bill 22074) as an assets-based policy that requires systemwide alignment and multiple roles to support English learners. “As a comprehensive aspirational assets based principal based policy...it requires the involvement of multiple roles, departments, and functions within the school systems,” Huebner said.
She outlined local program examples, including targeted professional learning communities, ELPAC examiner trainings, and interventions for long-term English learners (LTEL). Huebner noted improvements on dashboard measures and said some subgroups are showing measurable gains in English Language Arts and math.
Trustees asked how students learn about the state seal of biliteracy; Huebner said counselors and world-language teachers are primary channels but that practices vary by school. The board encouraged staff to identify successful local practices to promote the seal more widely.
