Julie Stinger, Lincoln County assessor, presented a proposed multi-year service contract with Vanguard Appraisals to provide an archive module for assessment processes covering 2030 through 2035. Stinger said the archive module "saves $1,235 per process" and that the licensing fee (about $49.40 per year per cycle) is billed annually after each year's archival process is completed.
Commissioners raised questions about the contract term and whether the county could exit the agreement if it later chose a different vendor. "We can break the contracts, but that I would have to look," Stinger said when asked about exit provisions. The board asked Julie and Tyler to review the master service agreement to clarify termination rights and interplay with the county's existing master contract before final action; one commissioner said he preferred to table final approval until those questions were answered.
Stinger emphasized the service assists the county in meeting Nebraska's statutory archiving requirements and noted the current contract already covers through Dec. 31, 2029; this proposal extends coverage for the subsequent period. The county did not record a final vote on the new 2030–2035 contract during the meeting.
