Board denies sale request for several city parcels citing M2 zoning

Planning staff told the board they filed a written memo recommending the city decline the sale because the lots carry an M2 heavy-industrial zoning designation and are not feasible for low-income multifamily housing without rezoning. “They don't recommend going any further with the process of placing them up for sale,” staff said on the record.
The applicant spoke by phone and said his goal was to build low-income housing or, if that proved impossible, individual homes. Board members asked whether rezoning, appraisals, or council approval would be necessary; planning staff said rezoning and additional steps would be required and noted those processes are separate from the Board of Works’ sale decision. After public comment encouraging minimum bids and cautioning about low offers, a motion to deny the sale carried unanimously.
