Dolton adopts Martin Luther King Jr. corridor overlay to steer commercial reinvestment

The board adopted an ordinance creating the Martin Luther King Jr. Corridor Overlay District on Aug. 3 to guide future redevelopment along a primary commercial corridor. The overlay imposes enhanced design standards and landscaping requirements intended to raise property appearance and attract investment without changing underlying zoning uses.
The administrator explained the overlay applies to existing properties and to any building vacant for more than 12 months or undergoing major renovation. "This ordinance will provide developers and property owners with clear expectations, while helping ensure future investment to the community," the administrator said. Trustees asked whether existing businesses would be grandfathered; the administrator said existing uses remain but major reconstructions would need to meet the new standards.
Trustees voted to adopt the overlay district; the ordinance is meant to complement other local economic-development steps the board approved during the meeting, including a Class 8 incentive for a grocery property and a TIF eligibility study.
