Ridge emphasized the commission's authority to set the millage while noting the city cannot control property assessments. "If we set the millage for M and O at 8.25, and we have a 94% collection rate that will generate the 14,000,288," Ridge said. He also reminded the commission that, because the city's rollback calculations and state relief programs can change the final tax bills, the state-provided homeowners relief grant (HRTG) and assessment shifts will affect what property owners ultimately pay. The hearing was the first of three required public hearings before adoption; Ridge said the process and collection assumptions frame the revenue projections the staff presented.
