Commission publishes provisional 2027 budget; Lenox ambulance funding deferred for study

The Lincoln County Commission voted July 30 to publish the 2027 provisional budget for public review and set a public hearing for Sept. 1, 2026, while reserving the right to change line items during the formal budget process.

County staff emphasized the provisional budget does not incorporate results of a countywide compensation study that has yet to be finalized; personnel costs in the provisional document include a proposed 3% cost‑of‑living adjustment and a 2.5% step increase. Staff told commissioners the general fund total (including cash balance applied) is $36,000,795 and the budget as proposed will require drawing approximately $11,000,000 from reserves. "By approving the provisional budget, the commission is not adopting the final budget or making its final spending decision," staff said.

A substantial portion of the meeting's debate centered on a request from the City of Lennox seeking $100,000 to $200,000 to support ambulance service or formation of an ambulance district. Commissioners raised governance questions about a joint ambulance district with Turner County and equity concerns over townships and cities contributing fairly. Multiple commissioners urged a joint meeting with neighboring commissioners to explore district options before committing general fund dollars. One commissioner summarized the uncertainty: townships must have 'skin in the game' and any permanent funding or taxing structure should be carefully designed.

After discussions and several line‑item adjustments brought forward by department heads, the board took a motion to publish and advertise the provisional budget; the motion carried on roll call. Staff will publish the provisional budget for two successive weeks and hold the scheduled public hearing on Sept. 1. Commissioners agreed to return to the ambulance topic at a later meeting after staff prepares options.
