Public works: Armadas/Longview project to mobilize; 4th & 7th Street improvements move to environmental review

Public-works staff reported that a pre-construction meeting for the Longview project was held June 30 and that the contractor expects to mobilize to the site within two to three weeks to start debris and tree removal before bringing in fill material. The staff update said the contractor anticipates meeting the project's Sept. 15 completion date and that some temporary lane or limited road closures are possible during work.
On the 4th and 7th Street water and street improvements, staff said Bear Creek expected the ARCA submission to be completed the week of July 6 and that the city and SWIPCO must complete an environmental review with a 30–45 day comment period under federal regulations; once the IEDA gives a notice of release of funds the project could be advertised for bids, with the earliest realistic bid opening in September. Council discussed whether parts of the project could be advanced locally before full funding was released and asked staff to continue outreach to contractors and landowners.
