Resident urges action on 510 North 7th Street; council staff explain notices and sale process

Patty Stevie, speaking from the public-comment period, urged the council to take quicker action at 510 North 7th Street, describing overflowing trash, a nonrunning van and what she called an "unsafe family condition." "There's rats and mice up on...510 North 7th Street," Stevie said, and added that she had filed a complaint but had seen no corrective action.
Council members and staff (including city staff member John) responded that the city has used notices and citations in other cases and that some properties have been cleaned up after contact. On separate public-comment remarks a resident from Ray Law Group asked whether several city-owned properties had already been sold; staff said offers had been accepted but that formal sale requires a public hearing and resolution. Council discussed whether existing code and public-notice requirements (appraisal, published notices, sealed bids where necessary) had been followed and asked staff to document the process and legal basis for any sale.
