Danny Briggs, planner with the Southwest Iowa Planning Council, presented the draft comprehensive plan at a public hearing and said the project began in the fall of 2024. "We started working on this in the fall of 2024," Briggs said, and described four goals developed through public input and a community survey that produced 260 responses.
Briggs told the council the plan is intended to set the foundation for the city’s zoning ordinance and that the recently updated zoning code will need to comply with the comprehensive plan going forward. He outlined four goal areas: strengthening housing opportunities and neighborhood vitality; fostering a thriving local economy and vibrant downtown; enhancing parks, recreation and community livability; and strengthening infrastructure, mobility and community resources. Briggs said each goal contains short-, mid- and long-term action steps drawn from the four in-person input sessions and the survey.
Council members did not request additional public testimony during the hearing and the presiding officer closed the hearing after brief questions about the process and schedule. Briggs said staff are available to answer follow-up questions and that the council would see the plan and related ordinance updates return as needed for formal adoption.
