County asks West Coast Inland Navigation District to designate $2 million for emergency waterways response

County staff asked the board to sign a letter to the West Coast Inland Navigation District requesting designation of $2,000,000 to support emergency response for waterways and debris removal in natural disasters.
Cody (county staff) explained the request and Tracy/Steve Boutelle (Council Resources) said lessons from Hurricane Ian taught the county it needs quicker, more coordinated local response and that the $2 million would provide a comfortable contingency to make response more efficient. Boutelle added that prior responses pulled funds from various sources and were procedurally inefficient. "The $2,000,000 we think is very comfortable," Boutelle said.
Commissioners discussed that the funding would be available for local state-of-emergency procurement periods and not require state or federal disaster declarations, and they moved and approved the request to send the letter requesting the designation.
The board directed staff to sign the letter and return any further required documentation.
