County approves 5311 transit grant application and capital bus replacements; seeks modest local match

County transit director Kayla Hopkins presented the Federal Transit Administration 5311 grant application and related capital funding requests. Hopkins said the grant application lists total match obligations of about $852,333 but that existing contracts and grants reduce the county’s out-of-pocket requirement; for FY26 she asked the county for $85,879 and projected about $99,231 for FY27.
Hopkins described the service area (Spring Creek, Carlin, Wells, parts of Osino and Elko, and veteran pickups across the county) and said roughly 73 percent of ridership is seniors or people with disabilities. Commissioners approved the application (K1) and the capital request (K2) to replace two aging buses; the Board also approved a continuation grant for Aging & Disability Services (K3) in the amount of $17,250.
