Hall Park drainage review with MoDOT, procurement rules raise cost concerns

City staff updated the Park & Tree Board on Hall Park design, MoDOT review and procurement implications on May 20, reporting the project remains over budget and requires further coordination with engineers and MoDOT.
Eric said engineers and the firm performing water calculations have submitted data but that "Modot had a concern of, water going in to their drop inlet, which is on 33," and MoDOT asked for more detailed calculations. Staff warned that if MoDOT does not accept the proposed connection the project could require trenching across private yards, which would raise costs substantially. The board discussed sending updated calculations and using staff contact with experience working with MoDOT to resolve the issue.
Staff also outlined procurement considerations: because some equipment could be sourced through cooperative purchasing agreements (Sourcewell/Omnia) to save money, grant rules and 'Buy American' provisions might complicate those purchases and affect reimbursements under the grant. The board asked staff to obtain updated cost estimates and grant clarifications before returning with revised figures.
