The Elko County Planning Commission approved CUP26‑002, allowing Sunsilver Resources LLC to operate a temporary five‑year conditional use permit for a mobile home/worker camp of no more than 11 units on a parcel currently permitted in part as an RV park. Staff (Corey Rice) recommended approval with conditions that include state approvals for septic and water, adherence to county development criteria, road‑maintenance agreements with Ruby Lake Estates HOA, and limits on lighting and noise.
Dennis Price, Elko County Road Superintendent, told commissioners the road department had no objection but noted that increased traffic could have safety implications; he said the road department’s position was that the development would likely reduce certain traffic patterns. Residents of Ruby Lake Estates spoke at length. Kristen McQuery (speaker 18) said she was not opposed to the project but urged the applicant and operator to be mindful of Ruby Valley Road safety and to direct exploration traffic to Harrison Pass and the Jigs Highway when possible. Aaron Yowie (speaker 21) and other residents pressed for assurances about road routing, dust control and impacts on wildlife and property values.
Commissioners discussed enforceability of road‑use stipulations and agreed the county could make recommendations but not restrict travel on public rights of way. The commission also recorded a separate motion (earlier in the meeting) to revisit Mr. Don Knight’s red‑tag appeal six months after the county receives an application for a boundary line adjustment; that motion carried.
Commissioners approved CUP26‑002 with staff’s recommendations and findings and the added requirement that the applicant obtain NDEP and NDWR approvals, enter into an HOA road‑maintenance agreement, provide copies of the maintenance agreement to Planning staff, and meet noise and lighting restrictions; the motion passed following public comment.
