The Northern Valley Board discussed Rule 10 coaches — non‑certified coaches — and whether certification status should influence hiring and contract renewals.
Superintendent Ken Tharman said the district has revisited the topic several times and suggested it is timely to look at evaluation practices and accountability. The board’s consensus favored basing contract renewal decisions on evaluations and demonstrated performance of duties, not solely on whether a coach is a certified teacher or a Rule 10 coach. Members also agreed that all coaches and sponsors should receive annual evaluations. Mr. Tharman noted he will contact other districts to learn their evaluation practices and will use a copy of an old coach’s manual as a starting template.
The board scheduled continued discussion for the February meeting and assigned Mr. Tharman to gather example evaluation tools from neighboring districts.
