Commissioner Carr reported to the Elko County Commission on the Oakland County School District Capital Projects Oversight Panel, describing prior communication shortcomings and recent steps to improve options-based reporting and prioritization of projects. He said he pressed the district to detail options for projects (repair vs. replacement) and to produce a prioritized capital list so the county can meaningfully oversee capital spending tied to the countylevied 20¢ tax.
Commissioners discussed the process for adjusting the tax rate in future years and agreed that any change would require notice to the Department of Taxation and may involve multiple meetings. Staff said the district files a capital improvement plan with its budget annually and the county retains reporting flexibility under the ordinance setting the levy.
