Elko County awards three public-works contracts totaling roughly $6.0 million

The Elko County Commission approved multiple public-works awards: (1) Ruby Valley Bridal Pit expansion to Hat Creek Construction and Materials for $903,989; (2) Spring Valley Parkway reconstruction to Hat Creek for $1,548,845; and (3) a single-source purchase and application contract for mag chloride from EnviroTech Services totaling $4,419,391. Staff said the Ruby Valley project budget, including design/testing and a Forest Service reimbursement agreement, is approximately $1,000,000 and that Hat Creek was the lowest responsive bidder.
Dennis Price, identified in the meeting as the county road superintendent, described pre-bid testing and said the low bid represented different line-item breakdowns rather than missing scope: "We did a bunch of test pits down there, and we're estimating that, at maximum, 3% will be oversized." Commissioners asked about bid disparities and contractor capacity; motions to award each contract were made, seconded and carried by voice vote.
