Council approves rezoning for 18.6‑acre senior living community

The Greenville City Council on a 6–0 vote approved a rezoning request to allow a senior living community on an 18.6‑acre parcel previously platted for single‑family homes.
City planner Steve (speaker 5) told the council the site was originally rezoned for a single‑family subdivision that later failed to develop. Jack Turnage of Wildcat Realty Partners presented the developer’s plan and market study, saying the project would include duplexes, four‑plex independent living cottages and a centralized building for assisted living and memory care. “We did a … timing analysis … and it will not affect that drainage area,” Turnage said, describing the hydrology work and a design that keeps development out of mapped floodplain areas. He added the market study showed assisted‑living occupancy between 66% and 100% in the primary market area and that demand supports the project.
Jeremy, identified in the presentation as CEO of Thrive Senior Living, said Thrive will manage the property and highlighted the operator’s experience. Planning and Zoning had recommended approval; councilmember comments noted detention and utility capacity were addressed. The motion to approve the rezoning carried 6–0.
Council documentation and staff presentations said the vote covers only the senior living portion of the larger wildcatter property; future rezoning could be required for adjacent parcels intended for medical offices or general retail.
