Advocate warns Sonoma Valley budget falls short of required LCAP proportionality

Lee Cavalier, founder of Sonoma Schools Alliance, urged the Sonoma Valley Unified School District board to fix what he called a legal and fiscal gap in the district’s 2026–27 budget. "The 2026–27 draft LCAP currently shows a minimum proportionality percentage of 3.593%. The required MPP for the next year is 14.833%. This is an approximately $4,000,000 shortfall," Cavalier said during public comment and asked the board to produce a line‑by‑line carryover accounting and restore eliminated LCAP‑funded positions.
Cavalier said the district eliminated roles tied to services for unduplicated pupils — a wellness and inclusion director, three librarian positions and eight positions serving bilingual students — and argued the district cannot reduce services to the students supplemental and concentrated funds are intended to serve while claiming proportionality. He told trustees he had sent his findings in writing to Superintendent Sutter and others and said he had not received substantive responses to all his questions.
Board members and the presenting staff acknowledged Cavalier’s request and discussed follow-up steps in the subsequent budget presentation. The presenter said staff will finalize carryover estimates and incorporate those figures into the June hearings and the adopted budget so the LCAP and budget can be aligned before submission to the county office of education.
