Commission moves $27.5 million school borrowing proposal forward; county touts debt capacity without tax increase

Mayor outlined a borrowing plan for Charlotte Middle School and related site needs, recommending roughly $27,500,000 in borrowing with an additional $1,000,000 earmarked for a site purchase. He said county projections to 2035 show the commission could take on school borrowing and other capital debt without a tax increase.
"We can borrow $11,000,000 for the justice center, and... we can borrow $27,500,000 for the Charlotte School," the mayor said, adding that projected interest rates used in the analysis were about 4.55 percent. Commissioners asked questions about site studies and operating costs; staff said operating subsidies may be needed for the first three years but that the debt service was accounted for in the county's projections.
Commissioners voted to move the borrowing proposal to the regular session for formal action and for staff to provide supporting spreadsheets and projections for long-term debt and operational impacts.
