Resident asks Elko County to investigate alleged unpermitted development, gravel removal in Ruby Valley Estates

In public comment, Desiree Belding, speaking for herself and her father William Noble, asked the board — and specifically the District 1 commissioner liaison — to review alleged noncompliant development at a parcel in Ruby Valley Estates (APN 007-03A-010). She said a conditional use permit appeal (CUP 26-002) is pending and that construction and commercial activity may be occurring before full county approval. Belding said the property shows an active fictitious business name and liquor license but an inactive state business license as of 2023.
She also alleged unpermitted gravel removal from a U.S. Forest Service gravel pit and said gravel was being spread on the Harmon property; she requested county staff verify license status, investigate gravel extraction, and coordinate with BLM and Forest Service if public resources have been used without authorization. The chair noted the county cannot act on public comment immediately but said staff would review the materials if Belding provided documentation by mail; a future agenda item may follow if staff determines action is warranted.
