County staff negotiate three-year Waste Management deal starting at $40/ton to avoid larger spike

"What Waste Management came back with was... to do it at $40 for year 1, 44 for year 2, and 46 for year 3, flat rate with no fuel surcharge," a county staff member explained during the meeting, adding that the county could use the shorter term to seek new capacity or competitive bids before year four. Staff said the prior 10-year contract predated COVID and market pressures have increased post-pandemic disposal costs.
Commissioners discussed the trade-offs between a short-term negotiated agreement and an open competitive bid; staff warned that rebidding could produce higher prices if capacity is constrained. The commission voted to move the recommended contract terms to the regular session for final action and to allow staff to present additional comparative information.
