Board approves Roell family plan for rural wedding venue; neighbor support noted

Stephen A. Pope, agent for William C. and Anitra Roell, told the Board the family seeks a Conditional Use Permit to develop a barn-like event building on a future 10-acre split of their 36.977-acre farm at 2013 Gasper Somers Road (Gasper Township). Pope said the parcel could support on-site utilities and a driveway and that the family intends to manage events as a family-run business; he and Bill Roell estimated typical events could be “two, three hundred or more” attendees.
Neighbors and family members spoke in support. Charlie Biggs, who said he is a property owner adjacent to the Roell parcel, called the plan “tickled to death” and noted the surrounding land is largely state-owned ODNR property. Board member Jeff Rogers moved to approve the request under Section 801.02 B-10; the motion passed on a unanimous roll-call vote. Board discussion included traffic and hours of operation; applicants said they would manage events and consider security or time limits if required.
