Preble County BZA approves two-year permit for private events on Toms property

Chair Kimberly Craft opened consideration of Case 5748, noting the applicant’s request for a Conditional Use Permit to host special events on a 132.551-acre property at 6275 Guy Murray Road in Jefferson Township. Applicant Ryan Toms said the property already hosts church gatherings and a summer camp; he told the Board weddings could draw “150 to 200, maybe, at the high side,” concerts around 40–50 people and camps up to about 80 including staff. Toms said events rely on portable restrooms and parking in grassed fields, and said he has contacted the New Paris Police Department about larger events.
Board members pressed on traffic, access and noise. Zoning Director Brad Kramer described nearby access options, including an alternate exit that leads to State Route 40 via Indiana and the potential to coordinate with local police for larger events. Board member Sarah Driver asked whether there should be a time limit on amplified activity; the board discussed a review period and possible conditions before Jeff Rogers moved to approve the permit for two years under Sections 801.02 B-12 and 801.02 B-10. Curtis Caplinger seconded and a roll-call vote approved the motion five to zero. The applicant was told to reapply after two years.
