Board approves $2.7M state contract to fund developmental-disability services through June 2027
Summary

Gina James of Health and Human Services presented a state contract with the Washington State Department of Social and Health Services, Developmental Disabilities Administration (DDA), to fund services for individuals with developmental disabilities through June 30, 2027. She said the contract primarily funds adult employment and day services, with a small portion for child-development services (birth–3). James said pass-through contracts with community providers will follow and that the county’s role includes site monitoring, review of case notes and pay stubs, and reconciling provider billing with state authorizations.
Commissioners asked how the county verifies client eligibility and prevents duplicate billing. James said the county has access to the state's authorization database, uses randomized checks ("We do, like, a 10% of the client list"), reviews documentation on-site and compares provider bills to client authorizations, and looks at pay stubs to confirm hours and minimum-wage compliance. She reported that roughly 50 local businesses participate in the employment program and that "this year, hovered around 70% employed" for program participants. The board moved to approve the contract; the motion carried.
