Comprehensive‑plan draft due to planning board in August; committee emphasizes policy‑and‑actions approach

John Cleveland, chair of the comprehensive planning committee, told the planning board the committee of 18 citizens and municipal representatives has completed extensive outreach and expects to deliver the first draft of the comprehensive plan to the planning board on August 11. Cleveland said the draft will include land‑use categories (not zoning) and a policies-and-actions section that identifies specific actions, timeframes and responsible parties to implement plan goals.
Board members cautioned about timing and urged the planning board to wait to craft ordinance changes until the comprehensive plan is in hand. Staff said it will deliver the draft at the same time the planning board receives it so members have time to review before the formal handoff to the council in October. The committee chair invited board members to use the plan as a working implementation tool and to provide comments ahead of the public hearing process.
