Council approves $25,100 contract change to drill groundwater wells at A Avenue landfill

Bridal Lunsford and Anchor QEA staff told the council that drilling at the A Avenue landfill remedial investigation stalled when the geoprobe could not penetrate the subsurface to reach groundwater. Staff recommended a $25,100 modification to bring in a sonic drill rig with better cutting capability to reach target depths at three of the four planned sites.
The presentation explained that the sonic rig can cut through more resistant layers (and potentially concrete) and that bore-site access and vertical clearance drive equipment selection. The amendment would increase the Anchor QEA contract to $2,917,376 and, if approved, work would start in September with target depths of about 20 feet and maximum depths of 35'40 feet depending on geology.
Council member Young moved to authorize a modification to contract 21-024-LEG-001 with Anchor QEA LLC for $25,100; the motion was seconded and approved by voice vote. Council asked staff to continue to refine phasing, contingency plans and to provide a clearer project timeline at a future update.
