The Sunnyvale School District board voted unanimously to approve the first interim budget report and issue a positive certification for the current and two subsequent fiscal years after a presentation by Chief Business Officer Mark Cuffey.
Cuffey walked the board through enrollment and staffing trends, noting a recent enrollment increase driven by transitional kindergarten (TK) alongside a 30% increase in staff-per-student over the prior decade. He said personnel costs are up roughly 60% over 10 years and that about $4 million per year in one-time pandemic-related funds that helped expand services are now expiring. “Every student is known by name, strength, and be ready to excel in high school and beyond and lead a life, joy, and purpose,” Cuffey said as he framed the budget discussion around district goals.
Board members asked detailed questions about which positions were funded by one-time dollars, how attrition might be used to right-size staffing, and property-tax assumptions tied to recent commercial assessed-value changes (Cuffey cited a large addition of assessed value tied to Google projects). After discussion, a board member moved to approve the 1st interim budget report and positive certification; the motion passed unanimously.
The approval records a positive certification while staff continues work to identify permanent adjustments to address a structural deficit and to plan for possible facility needs to house new TK programs.
