Council adopts three ordinances expanding enforcement authority to code compliance staff

Council considered a package of three ordinances to align the municipal code with current staffing and enforcement needs. Andrea and Rowan White explained that some enforcement duties previously limited to police or other offices will be delegated to the code compliance coordinator and community service officers so city staff can issue citations and take corrective actions where appropriate.
Rowan White, the newly introduced code compliance coordinator, told council the role will be both complaint‑driven and proactive: “In the time where I am not performing the community service officer duties, I am going around and checking on houses that had been warned about or needing following up. And in that time, I'm also looking for violations.” The ordinances cover streets, alleys and sidewalks (26‑10); health matters including weeds, refuse and junk vehicles (26‑11); and fire‑prevention enforcement (26‑12). Council discussed scope, requested a clearer mapping of state‑required language vs. consultant recommendations in the building‑code package, and then approved all three ordinances by roll call votes.
