He recommended using part of the insurance funds for the Bel Air base bid and the three metal‑roof upgrades (Legion Field concession stand, Smith Park stone shelter and Mound View Park shower/restroom). “I’m recommending that we award the contract to Bel Air Home for the base bid and the 3 metal roofs for $581,548.50,” Howard said. Council members questioned accounting of insurance cash value vs. replacement‑cost payments and timing; staff said work could start within one to two weeks with a target completion around Nov. 1. The council approved the award by unanimous vote.
