District staff presented the midyear Local Control and Accountability Plan (LCAP) update, saying the district is in the second year of a three-year cycle and reporting expenditure and outcome data tied to LCAP goals. Staff noted adjustments in reported totals and emphasized that many expenditures are multifunded and cannot be summed directly to the LCAP total.
On student outcomes, staff highlighted concerns in the middle school: the percentage of students receiving D or F letter grades rose from less than 1% (in 23/24) to roughly 6% in 04/25 and "we have gone to about 10%" as of the first-trimester reporting period. The district is planning deeper data dives to determine whether the driver is attendance, motivation, or academic-learning gaps and to target appropriate interventions.
Staff also reported updated EL progress metrics (about 67% making progress, revised from a previously reported 71%), a reclassification rate currently near 33% (target 50%), and implementation of screening tools (MClass/Amplify and Lexia) and data-talk cycles for intervention planning. Trustees and community members asked about operational impacts and whether teachers and staff have capacity to implement new and mandated interventions.
Public commenters, including instructional aides and families, highlighted the human impact of potential classified-staff reductions and urged the board to provide clear budget numbers and transparency before layoff-notice deadlines. The administration responded that the district is working on outreach and metrics to clarify how many students and what funds would be required to avoid cuts.
