The presenter said Phase 1 would include abatement, demolition, structural concrete and steel, roof replacement, sprinkler and rough plumbing, and preparation for later HVAC and finish work. "Phase 1 includes all of the seismic mitigation work on the project," the presenter said.
The team recommended starting construction in summer 2026 and bringing a Guaranteed Maximum Price (GMP) for Phase 1 to the March 10 board meeting. The presenter reported approximately $7,000,000 in Measure J funds available for Phase 1 and a Phase 1 estimate in the $6.0M range, with Phase 2 estimated at roughly $3.0M. The board discussed bridge financing options to cover cashflow while awaiting state seismic apportionments and FEMA reimbursements and weighed risks including stalled work if external funds do not arrive.
