Parents and teachers urge stronger phonics-based literacy plan in Sunnyvale

During public comment, parents and teachers urged the board to adopt a more comprehensive literacy plan built on phonics and the science of reading. A public commenter who identified himself as Michael said families are not seeing adequate reading instruction and urged systemic change.

"Necesitamos enseñar a los estudiantes a leer 1º ... Necesitamos que cada estudiante tenga un plan de estudiante, un plan de estudio y materiales que corresponden con los estándares suficientes del estado," the commenter said, arguing for individualized plans and higher-quality curriculum materials.

Teachers and parents described classroom instability and multiple teacher changes for students receiving special education services, which they said disrupted learning and delayed access to targeted supports. A parent said her child had five different teachers and several behavior therapists in a single year, creating anxiety and loss of instructional time.

Board members and staff acknowledged the concerns and said the district has begun pilot work (including phonics and an English language arts pilot) and that more detailed implementation plans and evaluation metrics will be provided in future reports. Several board members asked staff to return with concrete proposals for a pilot program and clearer measures of teacher participation in professional learning cycles.
